The task of developing a global strategic plan for democracy education was the subject of a June 8-10th, 2003 conference that brought together 34 educators, representatives of civil society and government from thirteen countries (India, Indonesia, Tunisia, Nigeria, Senegal, Ghana, South Africa, Chile, Mexico, Poland, Russia, Latvia and the U.S), as well as representatives of the World Bank, UNESCO, UNDP and the Organization of American States. The Council for a Community of Democracies and the American Forum for Global Education jointly organized the Conference. It produced this strategic plan mandated by the Non-Governmental Forum of the Communities of Democracies Conference held in Seoul, Korea in November 2002.
